A goods train speeds through the Sapperton Tunnel, but disaster strikes before it can reach the other side as it collides with an unusual blockage on the tracks: seven sheep penned in place. Specially requested to investigate the carnage in Gloucestershire, Inspector Colbeck and Sergeant Leeming are confronted with a bizarre case unlike anything they've encountered before.

Stephen Rydall, board member of the Great Western Railway that manages the route, is convinced this tragedy is a personal attack on him and fears for the safety of his shepherd, missing since the incident. Rydall has many enemies: a churlish squire, a scheming principal and a local ruffian who always manages to evade the law. But, as Colbeck will soon discover, the man also has a closely guarded secret of his own...

1862. A goods train is speeding through the Sapperton Tunnel when it hits a makeshift pen of sheep inexplicably set up near the exit. The animals are slaughtered by the impact whilst the train hits a pile of rocks and is derailed, seriously injuring the occupants. Inspector Colbeck is called in to investigate and discovers that the shepherd and his dog are missing. Stephen Ryle who owned the sheep is shocked by the occurrence which further affects him as he is a major shareholder in the Great Western Railway which has been thrown into chaos by the incident. Does someone have an axe to grind against Ryle? Or is it the missing shepherd who had made some dangerous enemies? With family grievances, embarrassing secrets and village feuds, it is not going to be an easy case for the Railway Detective.
